摘要
对于政务公开,一度形成了一些固有认识,认为其始于近代、源自西方,以监督为基本导向,公众与政府处于监督与被监督的二元对立状态。随着实践深化,对政务公开的认识有了新发展。政务公开与政府相伴相生,是政府管理服务社会的内在需要和重要方式,政务公开核心内容在于政策,以便社会公众和基层执行人员了解政策进而共同执行好政策。基于新的认识,政务公开工作体系也需随之调整,促落实、助监督、强监管、防风险应当成为新时代政务公开的基本工作内容。
As for the Government-Affairs-Publicity,there was an inherent understanding that it began in modern era,originated in the West,and was oriented basically toward supervision,with the publie and the government in a dichotomy of supervising and being supervised.W ith the deepening of practice,there has been a new development in the recognition of the Government-Affairs-Publicity.Government-Affairs-Publicity is the internal need and important way for the government to manage and serve the society.The core content of Government-Affairs-Publicity is the policy,so that the public and the grass-roots executives can understand the policy and jointly implement the policy.On this basis,supervision and regulating functions are derived.Based on the new understanding,the work system of Government-Affairs-Publicity needs to be adjusted accordingly to promote the implementation,help supervision,supervision and risk prevention should become the basic work content of Government-Affairs-Publicity in the new era.
