摘要
针对高校实践教学航材采购困难和管理粗放的现状,以及高校国有资产管理自身特点,通过充分挖掘教学与采购、合同、资产管理之间的关系,提出了一种基于教学项目即项目驱动的航材全生命周期管理模式。首先,建立项目分级航材用量数学模型,完成采购预算制定。通过规范合同两级模板、建立三级审核制度,实现合同质量管控。最后,通过资产管理平台及财务平台实现航材账目管理,借助航材管理小程序完成使用过程管理。项目驱动的航材管理模式,保障了实践教学顺利开展,打破了教学单位与职能部门的界限,提高了航材采购及管理效率。
Aiming at the procurement difficulties and extensive management of aviation materials for practical teaching,and the characteristics of state-owned assets management in universities,an aviation material management mode based on the project actuation is constructed.This mode throughout the whole life cycle of state-owned assets management process from three dimensions of procurement,contract and assets.Firstly,the aviation material quantitative mathematical mode of project classification is established,and the procurement budget and plan formulation are accomplished.In addition,a ladder management method is presented,and the quality of contract is controlled by the three-level audit management scheme.Finally,accounting management is realized by asset management and financial management platform,and an asset process management is implemented by a WeChat applet.This aviation material management mode ensures the orderly development of practice teaching,and pushes the boundaries between the academic institutions and the administration department.Meanwhile,it improves the efficiency of procurement and asset management.
