摘要
创新是经济发展的重要引擎和社会进步的重要推手,也是国家实现跨越式发展和提升国际竞争力的重要途径。创新活动具有变革性、复杂性、不确定性等特征,需要运用多种创新政策组合灵活、有弹性地处理创新实践问题。由此一来,“创新政策组合”概念逐渐受到政策研究者和政策制定者的广泛关注。现有关于创新政策组合的综述主要集中于对其概念发展和研究内容的总结上,而深入到理论基础层面探究其概念形成机理的研究略有欠缺,对其未来研究方向的探讨也需要进一步丰富。鉴于此,通过系统回顾国内外创新政策组合的相关文献,追溯创新政策组合概念的起源与内涵,简述该概念赖以形成的理论基础,梳理现有研究的基本分析框架和主要内容。最后,针对现有研究的不足,提出未来研究的突破方向,以期为完善国家创新政策系统、提升创新政策组合的效果提供理论指导,助力我国提高科技创新能力、实现高水平科技自立自强、建设世界科技强国。
Innovation is an important engine of economic development and an important driver of social progress.It is also a significant way for a country to achieve leapfrogging development and enhance its international competitiveness.The 20th National Congress of the Communist Party of China clearly put forward the strategic goal of promoting self-reliance and selfimprovement in Science and Technology accelerating the construction of a world Scientific and Technological Powerhouse,and repeatedly emphasized the central position of innovation in China's modernization.Innovation activities are characterized by transformation,complexity,and uncertainty,and are faced with a lot of problems like multiple objective logic,multiple mar⁃ket failures,and innovation system failures,etc.It is necessary to use multiple innovation policy combinations to deal with issues flexibly.As a result,the concept of"innovation policy mix"has gradually received widespread attention from researchers and policymakers,emphasizing the use of different combinations of innovation policies to address complex,multi-level,multi-agent,and dynamic innovation policy issues,ultimately achieving policy objectives.The existing review of innovation policy mix mainly focuses on the summary of its conceptual development and re⁃search content,while there is a slight lack of in-depth research into its conceptual formation mechanism at the theoretical basis level.The discussion of its future research direction needs to be further enriched.Therefore,based on a systematic review of the relevant literature on innovation mix,this pa⁃per traces the origin and connotation of the concept of innovation policy mix,then deeply ex⁃plores the theoretical basis for the formation and development of the concept of innovation policy mix from the perspectives of market failure and system failure,and integrates the basic analyti⁃cal framework and main content of current research from the four aspects of the elements,pro⁃cesses,dimensions,and characteristics of innovation po
