摘要
文章梳理了乡村振兴战略提出以来,运用综合评价方法对乡村振兴发展水平进行评价的相关文献,从评价对象、评价指标、评价方法等方面进行总结和分析。虽然乡村振兴战略提出时间不长,但在各层面已涌现出诸多研究成果,主要集中在宏观指标体系下的乡村振兴发展水平评价方面,目前还存在缺少跨区域的县域比较研究、对农民满意度的重视不足、评价指标的测量缺少连续有效数据支撑等问题。未来研究应当更加关注以下三个方面:坚持以农民为中心,建立乡村振兴和农业农村现代化综合评价体系,优化评价内容和评价指标;构建综合数据采集、共享和治理的数字化系统,夯实评价过程急需的数据基础;开发客观数据驱动的乡村振兴综合评价模型,丰富现有的评价理论与方法。
This paper reviews the relevant literature on the evaluation of rural revitalization development level by using com⁃prehensive evaluation method since the rural revitalization strategy was put forward,and summarizes and analyzes the evaluation objects,evaluation indicators,evaluation methods and other aspects.Although the rural revitalization strategy has not existed for a long time,many research results have emerged at various levels,mainly focusing on the evaluation of the rural revitalization de⁃velopment level under the macro-index system.At present,there are still problems such as lack of cross-regional county-level comparative research,insufficient attention to farmers’satisfaction,lack of continuous and effective data support for the measure⁃ment of evaluation indicators,etc.Future researches should pay more attention to the following three main aspects:1.persist in taking farmers as the center,establish a comprehensive evaluation system for rural revitalization and agricultural and rural mod⁃ernization,and optimize the evaluation content and indicators;2.build a digital system that integrates data collection,sharing and governance,and strengthen the urgently needed data base in the evaluation process;3.develop a comprehensive evaluation mod⁃el of rural revitalization driven by objective data,and enrich existing evaluation theories and methods.
