摘要
国有企业特别是中央企业特殊功能和战略目标的实现需要人才队伍保障。从新时代人才强国战略的新视角,研究总结过往、破解尚存问题,可吸收借鉴国外人才管理和我国一些民企的成功经验,按照分类管理、因类施策原则,建设好以“四支队伍”为重点的高素质国企人才队伍。应采取市场化聘任、契约考核经营管理人才,“工资单列”、特别引进创新科技人才,珍视高技能人才、激励其“工匠精神”,培育管理与服务复合型的社科人才等措施,使国有企业人才队伍成为我国加快建成世界重要人才中心和创新高地的坚强有力支柱。
The realization of special functions and strategic objectives of state-owned enterprises,especially central state-owned enterprises,needs the guarantee of talent team.From a new perspective of the strategy of strengthening the country with talents in the new era,we should study and summarize the past and solve the remaining problems,absorb and draw on the successful experience of foreign talent management and some private enterprises in China,and build a team of high-quality state-owned talents with "four teams" under the principle of classified management and policy adoption by category.Evaluate the operation and management talents through market-oriented employment and contract,especially introduce innovative and technological talents by "salary listed separately",cherish highly skilled personnel and encourage their "craftsman spirit",cultivate compound social science talents of management and service,making the talent team of state-owned enterprises become a strong pillar for China to accelerate the building of the world's important talent center and innovation highlandn.
