摘要
数据要素市场是伴随智能化、数字化形成的新型市场,对数字经济发展具有重要意义。当前,湖南省数据要素市场培育进入快车道,并取得了较为显著的成绩,但与北京、上海、深圳、浙江等发展较为领先的省市相比,还存在数据产权界定与定价困难、数据共享力度薄弱、数字基建体量偏小、数据治理维度单一等问题。应将优化数据要素市场交易机制、加快构建数据开放共享机制、加强数字新基建项目建设、规范数据运维体系作为关键着力点和主要切入点,进一步促进数据要素市场培育的规制化建设和系统化发展。
The data factor market is a mew type of market with the development of intelligentization and digitalization.At present,the cultivation of data factor market in Hunan Province has entered the fast track of development and has made remarkable achievements.However,compared with Beijing,Shanghai,Shenzhen,Zhejiang and other leading provinces and cities,there are still some problems such as difficult definition and pricing of data property rights,weak data sharing,small volume of digital infrastructure,single dimension of data governance and so on.This paper proposes to optimize the market trading mechanism of data factors,to accelerate the construction of open and sharing mechanism of data,to strengthen the construction of new digital infrastructure projects,to standardize the data operation and to maintenance system as the key points and main entry points,and to further strengthen the systematic and diversified construction of data factor market cultivation.
