摘要
推动长江经济带高质量发展是国家区域发展重大战略。嘉陵江是长江流域面积最大的一级支流,流经距离长、覆盖面积广,流域上、中、下游经济活动联系日益紧密,流域经济逐步由初级向中高级阶段演进,空间格局也逐步由“均衡-非均衡-更高水平的均衡”多次循环上升演变。建设嘉陵江生态经济带能够贯穿陕西、甘肃、四川、重庆三省一市,北接丝绸之路经济带,南连长江经济带,衔接贯通“一带一路”“长江经济带”“成渝地区双城经济圈”三大国家战略。近年来,以长江、黄河国家“江河”战略开创的流域保护开发,对从战略全局构建嘉陵江生态经济带来历史机遇。当前,嘉陵江生态经济带建设时机已成熟,条件已具备,四川应主动谋划,联合陕西、甘肃、重庆等省市,共同推动嘉陵江生态经济带上升为国家战略,推进新时代西部开发开放形成新格局。
It is an important national regional development strategy to promote the high-quality development of the Yangtze River economic zone.Jialing River is the largest first-order tributary in the Yangtze River basin.It runs over a long distance and covers a wide area.Economic activities in the upper,middle and lower reaches of the basin are closely connected.The basin economy is gradually evolving to a higher stage.The spatial pattern is gradually evolving to a more balanced model.The construction of Jialing River Eco-economic Zone can run through Shaanxi,Gansu,Sichuan,and Chongqing,connecting the Silk Road Economic Zone to the north and the Yangtze River Economic Zone to the south.It links the three national strategies of“One Belt and One Road”,“Yangtze River Economic Zone”,and“Double City Economic Circle in Chengdu-Chongqing Area”.The protection and development of river basins initiated by the national“rivers”strategy of the Yangtze and Yellow River has brought historical opportunities for the construction of Jialing River eco-economy.It is time to promote the construction of Jialing River eco-economic zone.Joining with Shaanxi,Gansu,and Chongqing for the new era of western development,Sichuan should promote the Jialing River eco-economic zone as a national strategy and new development model.
