摘要
“十三五”以来,围绕石化产业调结构促转型增效益,以及危险化学品安全综合治理工作不断深化,化工企业“退城入园”、新建化工项目进入园区的进程不断加快,化工园区作为化工产业发展主要载体的作用逐渐显现。近一年来,《化工园区建设标准和认定管理办法(试行)》《关于做好“十四五”园区循环化改造工作有关事项的通知》《应急管理部危化监管一司关于印发〈化工园区安全风险评估表〉〈化工园区安全整治提升“十有两禁”释义〉的通知》等文件相继印发,都在环保方面对化工园区提出了新的要求。结合“双碳”要求,密集出台的政策文件让化工园区环保管理方面面临着更多挑战,提供环保综合解决方案的“环保管家”服务是顺应新形势的解题利器。
Since the“Thirteenth Five-Year Plan”,around the petrochemical industry restructuring to promote transformation and increase efficiency,and the continuous deepening of the comprehensive management of hazardous chemicals safety,the process of chemical enterprises“retreating from the city and entering the park”and new chemical projects entering the park has been accelerating,and the role of the chemical park as the main carrier of chemical industry development has gradually emerged.In the past year,the Management Measures for the Construction Standards and Certification of Chemical Industry Parks(for Trial Implementation),the Notice on Doing a Good Job in the Circular Transformation of Chemical Industry Parks in the Tenth Five-Year Plan,and the Notice on Printing and Distributing the Safety Risk Assessment Form of Chemical Industry Parks and the Interpretation of“Ten Rules and Two Prohibitions”in the Safety Remediation of Chemical Industry Parks have been issued one after another,all of which put forward new requirements for the chemical industry parks in terms of environmental protection.Combined with the“double-carbon”requirement,the policy documents issued intensively make the environmental management of the chemical industry park face more challenges.The“Environmental Steward”service that provides comprehensive environmental protection solutions is a sharp tool to solve problems in line with the new situation.
