摘要
习近平总书记在党的二十大报告中指出全过程人民民主是社会主义民主政治的本质属性,是最广泛、最真实、最管用的民主。全过程人民民主作为民主政治建设的前进方向,在拓展政治文明、推动新型党建以及实现基层善治方面具有重要作用。作为国家治理的重要组成部分,社会治理的重心在基层,难点也在基层。当前基层党建引领社会治理的实践反映出了基层治理中的一些矛盾与问题,因此需要在全过程人民民主的框架内对党建引领的相关理论和逻辑理路予以审视和分析,针对治理实践中的共同体困境、下沉困境和数字化困境构建优化路径,提升党建引领基层社会治理的效能。
The General Secretary Xi Jinping pointed out in the report of the Party′s Twenty National Congress that the whole-process people′s democracy is the essential attribute of socialist democracy,and is the broadest,most authentic,and most effective kind of democracy.As the forward direction of the construction of democratic politics,the whole-process people′s democracy plays an important role in expanding political civilization,promoting the new type of Party building,and realizing the emergence of good governance at the grassroots level.As an important part of national governance,the focus of social governance lies at the grassroots level,as well as the difficulties.The current practice of grassroots Party building leading social governance fully exposes the contradictions and problems of grassroots governance,therefore,it is necessary to examine and analyze the relevant theories and logic of the guidance of Party building within the framework of the whole-process people′s democracy.To construct an optimization path for community dilemma,sinking dilemma and digital dilemma in governance practice,and improve the effectiveness of Party building in leading grassroots social governance,and finally realize the organic,coordination and unity of Party,state and society in grassroots governance events.
