摘要
随着我国实施国内国际双循环发展战略,数字共治成为提升国内区域协同发展能级、降低交易沟通成本、扩大产业辐射力的重要支撑。长三角城市群作为我国协同发展基础最好的地区,近年来,在依托大数据平台和数字共治手段,助力区域协同方面,开展了广泛和丰富的探索实践。本文拟从城市群协同发展和数字共治理论视角出发,对长三角城市群数字共治创新实践作了梳理,提炼了包括长三角在内我国城市群数字共治的主要特征,并从进一步畅通城市群数字共治体制机制、构建丰富数字共治生态和工具等方面,提出了对策建议。
With China’s implementation of the domestic and international dual-cycle development strategy,digital co-governance has become an important support for improving the level of domestic and regional coordinated development,reducing transaction communication costs,and expanding industrial radiation.As the region with the best foundation for coordinated development in China,the Yangtze River Delta urban agglomeration has carried out extensive and rich exploration and practice in recent years in terms of supporting regional cooperation by relying on big data platform and digital co-governance.From the perspective of the collaborative development of urban agglomerations and the theory of digital co-governance,the innovative practice of digital co-governance in urban agglomerations in Yangtze River Delta has been showed,including the main characteristics of digital co-governance in urban agglomerations in the Yangtze River Delta.Suggestions and countermeasures about smoothing the institutional mechanism of digital co governance in urban agglomerations and system of building a rich digital co-governance have been put forward.
