摘要
政策工具是政策科学分析的重要主题,对政策目标实现具有显著意义。新世纪以来,政策工具研究虽深入发展,但已有研究更倾向于分析直接影响政策结果的“实质性政策工具”,间接影响政策结果的“程序性政策工具”未得到充分关注。文章通过分析政策工具研究的当代演化及政策工具的分类创新,阐释并比较程序性政策工具与实质性政策工具的效用特点及差异,揭示程序性政策工具研究的源起与价值体现。探寻程序性政策工具理论视角与国家治理现代化实践在政策议题建构、政策制定与政策执行等方面的契合,希冀丰富程序性政策工具研究的中国实践和中国方案,促进国家治理现代化中政策工具选择与应用的创新。
Policy instrument is an important subject of policy analysis to realize policy objectives.Since the 2lst century,although the research on policy instruments has made deep progress,the existing research on policy instruments has tended to analyze"substantive policy instruments"that directly affect policy outcomes,while"procedural policy instruments"that indirectly affect policy outcomes have not received sufficient attention.By analyzing contemporary evolution and classification innovation of policy instruments,this study explains and compares utility characteristics and differences between procedural policy instruments and substantive policy instruments,thus revealing origin and value embodiment of research of procedural policy instruments.Finally,it explores the compatibility between theoretical perspective of procedural policy instruments and practice of the modernization of national governance in the construction of policy topics,policy formulation and policy implementation,so as to enrich the China's practice and scheme of research on procedural policy instruments and promoting innovation in the selection and application of policy instruments in the modernization of national governance.
