摘要
财政科技投入是实现科技创新的基础保障。分析了“十一五”以来我国财政科技投入的基本特征和存在主要问题,基于“十四五”规划和国家各类政策的分析,对“十四五”时期我国财政科技投入的趋势进行了判断。研究发现:“十一五”以来,全国财政科技投入规模不断增长,中央和地方财政科技投入占比呈现此消彼长态势,不同层面财政科技投入结构各不相同,财政科技投入区域差异不断扩大。与此同时,我国财政科技投入还存在稳定支持不断加码但尚未发挥稳定的作用、基础研究和应用研究研发投入强度较低、对企业投入的带动作用仍显不足、财政科技投入效率亟待进一步提升等几个问题。“十四五”时期,我国财政科技投入持续增长的态势将长期保持,多元化投入的理念将持续深入,以特定目标为导向的基础性与应用性投入将会不断增加,财政科技投入的组织机制创新将持续推进。最后,结合我国进入“十四五”新阶段的科技创新任务,从完善顶层设计、优化支出结构和支出方式、更大发挥市场作用、深化财政科技体制改革等方面提出了对策建议。
Fiscal investment in science and technology is the basic guarantee for achieving science and technology innovation.This paper analyzes the basic characteristics and main problems of China’s financial investment in science and technology since the“Eleventh Five-Year Plan”,based on the analysis of the“Fourteenth Five-Year Plan”and various national policies,the“Fourteenth Five-Year Plan”Based on the analysis of the 14th Five-Year Plan and various national policies,the trend of China’s financial investment in science and technology in the 14th Five-Year Plan period is judged.The study found that since the 11th Five-Year Plan,the scale of national financial investment in science and technology has been increasing,the ratio of central and local financial investment in science and technology has been decreasing,the structure of financial investment in science and technology at different levels varies,and the regional differences in financial investment in science and technology have been expanding.At the same time,China’s financial investment in science and technology still has several problems,such as stable support for increasing but has not yet played a stable role,low intensity of investment in basic and applied research and development,the driving effect of investment in enterprises is still insufficient,and the efficiency of financial investment in science and technology needs to be further improved.In the 14th Five-Year Plan period,China’s financial investment in science and technology will continue to grow for a long time,the concept of diversified investment will continue to deepen,the basic and applied investment oriented to specific goals will increase,and the innovation of the organization mechanism of financial investment in science and technology will continue to promote.Finally,taking into account the tasks of science and technology innovation in the new stage of China’s 14th Five-Year Plan,countermeasures are proposed in terms of improving the top-level design,optimizing the expendi
