摘要
中国式现代化进程中的乡村振兴实践演进经历了总结深化以往“三农”建设经验、开启新时代乡村现代化建设征程的创建阶段,提高生产要素的现代化水平、强化新时代乡村现代化发展基础的深化阶段,积极推动参与主体能动创新、激活新时代乡村现代化内生活力的升级阶段。当前乡村振兴面临的短板问题主要表现为农业现代化发展与农产品市场竞争力不足、农地功能优化与主体行为的负外部性、农村治理功能发挥与基层权力配置不均衡、乡村共同体重建与多元主体发展不充分。持续推进中国式现代化进程,可以把以制度拉力为基础优化基层权力运作的政治生态、以地方性知识为保障推动乡村公共文化空间的建设、以技术赋能为驱动拓宽乡村公共服务的价值链及以村域合作创新为支点提升乡村振兴主体的自主能力,作为新时代乡村全面振兴的优化向度。
The evolution of rural revitalization practice in the process of Chinese modernization has gone through the creation stage of summarizing and deepening the past experience of"three rural areas"construction and starting the construction of rural modernization in the new era,the deepening stage of improving the modernization level of production factors and strengthening the development foundation of rural modernization in the new era,and the upgrading stage of actively promoting the dynamic innovation of the participating subjects and activating the internal life force of rural modernization in the new era.The shortcomings of rural revitalization are mainly the tension between the modernization of agriculture and the lack of competitiveness of agricultural market,the tension between the optimization of agricultural land function and the negative externality of subject's behavior,the tension between the function of rural governance and the unbalanced allocation of power at the grassroots level,and the tension between the reconstruction of rural community and the inadequate development of multiple subjects.The paper points out that optimizing the political ecology of grass-roots power operation on the basis of institutional guidance,promoting the construction of rural public cultural space with local knowledge as the guarantee,expanding the value chain of rural public services by technology and improving the autonomy of the participates of rural revitalization with cooperation and innovation among villages as the fulcrum can be regarded as the ways to optimize the rural revitalization in the process of Chinese modernization.
