摘要
协商治理是我国国家治理体系的重要组成部分。它传承自中国传统政治智慧,立足于中国特色社会主义,以执政党、参政党和政协为重要主体,全方位多层次涵盖各类公共事务,以协商民主为主要途径,彰显“以人民为中心”的核心品质,体现平等、包容和团结的价值意蕴。中国特色协商治理体现了原则性和包容性、发展性和稳定性“、硬法”之治与“软法”之治的有机统一。就实践层面而言,中国特色协商治理的实践基础包括政治、法治、系统、可操作性和能力等几方面的先决性要件。目前的协商治理已形成资政性、决策性和混合型协商治理科学体系。但还存在权威性不足,主体间角色和资源配置失衡,协商参与动机偏弱,协商过程制度化、规范化和程序化程度不高,基层社会协商治理效能薄弱等不足。为此,应从话语体系建设和制度建设两个层面加以推进,强化政党权威,推进基层协商治理现代化,加强和完善制度建设,提升主体结构的包容性程度,探索社会组织参与协商治理的有效路径。
Consultative governance is an important part of China's national governance system.It is inherited from traditional Chinese political wisdom,based on socialism with Chinese characteristics,takes the ruling party,participating parties and the CPPCC as the important subjects,and covers all kinds of public affairs at all directions and at various levels.It takes deliberative democracy as the main approach,highlights the core quality of"people-centered",and embodies the values of equality,inclusiveness and unity.Therefore,the consultative governance with Chinese characteristics reflects the principle and inclusiveness,development and stability,and the organic unity of"hard law"governance and"soft law"governance.In terms of practice,the practical basis of consultative governance with Chinese characteristics includes the prerequisite requirements of politics,rule of law,system,operability and ability.At present,the consultative governance has formed a scientific system of advisory,decision-making and mixed consultative governance.However,there are still shortcomings such as lack of authority,imbalance between subject roles and resource allocation,weak motivation for consultation participation,low institutionalization,standardization and procedure of the consultation process,and weak effectiveness of grassroots social governance.Therefore,we should promote the construction of the discourse system and the system,strengthen the authority of the political party,promote the modernization of grass-roots consultative governance,strengthen and improve the system construction,enhance the inclusiveness of the main structure,and explore the effective path for social organizations to participate in the consultative governance.
