摘要
由于SEEA数据定义和核算规则统一,统计项目丰富且相互联系紧密,其数据具有良好的一致性、系统性和丰富度,成为各国进行环境核算的优先选择。中国目前正在积极实践SEEA,以通过数据帮助经济政策的制定,促进经济可持续发展,但目前SEEA发布和修订的手册众多,其关系错综复杂,对中国实践SEEA造成一定阻碍。因此,本文根据一系列SEEA最新手册,探讨中心框架、生态系统和应用扩展及其子体系框架结构之间的区别与联系,分析SEEA账户体系中各统计项目间的共性和特性,总结SEEA的框架结构和账户体系的优势,为中国继续开展SEEA实践提出一些建议。
Due to the unified definition and accounting rules of SEEA data,the rich and closely related statistical items,and the good consistency,systematicness and richness of its data,it has become the priority choice for countries to conduct environmental accounting.China is currently actively practicing SEEA to help formulate economic policies and promote sustainable economic development through data.However,there are many manuals issued and revised by SEEA,and the relationship between them is complex,which has hindered China's practice of SEEA.Therefore,based on a series of the latest SEEA manuals,this paper discusses the differences and connections between the central framework,ecosystem,application extension and the framework structure of its subsystems,analyzes the commonalities and characteristics of the statistical items in the SEEA account system,summarizes the advantages of the SEEA framework structure and system of accounts,and puts forward some suggestions for China to continue the SEEA practice,with a view to providing reference for China's practice of SEEA.
