摘要
全过程人民民主是新时代党的全面领导制度与人民最广泛参与制度在实践中同频共振的必然结果。这一基本属性集中体现在支撑全过程人民民主重大理念和实践形态的三对范畴上,这三对范畴包括实体范畴、关系范畴和实践范畴。所谓实体范畴,即人民与中国共产党。全过程人民民主是以中国特色社会主义政治制度历史进步过程中不断扩大的人民范畴为主体基础的,同时,也是中国共产党的指导思想、属性定位、组织状态不断进步之必然。所谓关系范畴,即党的全面领导与人民最广泛参与。党的全面领导制度内涵充分展开的历史过程亦即充分组织动员、支持和保证人民当家作主的过程;人民最广泛参与构成全过程人民民主最显著的制度特征。二者在实践中的同频共振对发展全过程人民民主意义重大。所谓实践范畴,即党的路线方针政策与两种民主基本形式。人民集体意志的充分凝练和实现是全过程人民民主最本质的内涵和要求。这一内涵和要求的实践途径和形式,是围绕党的路线方针政策和选举(票决)、协商两种民主基本形式及其互嵌过程展开的。本文基于这些范畴的分析和阐述,构建了分析全过程人民民主底层逻辑的基本框架,以深入理解和把握全过程人民民主。
The whole-process people’s democracy is the inevitable result of the dynamics between the Party’s overall leadership system and the people’s broadest participation system in the new era.This is embodied in the three pairs of categories that support the major concept and practice of people’s democracy throughout the whole process,i.e.the entity category being the people and the CPC,the relation category being the overall leadership of the Party and the widest participation of the people,and the practical category being the Party’s lines,principles and policies and two basic institutional forms of democracy.Firstly,in terms of the entity of whole-process people’s democracy,it is based on the expanding category of the people in the course of the historical progress of the socialist political system with Chinese characteristics,and at the same time,it is also the inevitable results of CPC’s progress in developing its guiding ideology,positioning and organization.Secondly,with regard to the relational category,the historical process of the full development of the Party’s overall leadership is also the process that the people is fully organized and mobilized to support and guarantee the people’s ownership of the country;and in this sense the broadest participation of the people constitutes the most distinctive institutional feature of the whole-process of people’s democracy.Thirdly,in the practical terms,since the full condensation and realization of the collective will of the people is essential to whole-process people’s democracy,it is implemented by the joint efforts of the Party’s lines,principles and policies and the two basic forms of democracy,i.e.election(voting)and consultation,and their interlocking processes.Based on the analysis and elaboration of these three categories,this paper attempts to construct a basic framework for analyzing the underlying logic of whole-process people’s democracy,so as to gain a deeper understanding and grasp of whole-process people’s democracy.
