摘要
义务教育阶段学生的双重负担所引起的教育问题和社会问题引起了国家的关注,“双减”政策的出台旨在解决学生的校外培训负担问题,也对校内作业设计和教学等提出了更高的要求。但“双减”政策涉及多个利益主体,包括国家、地方政府、学校、家长、培训机构等,在政策的决策和执行中必然会引起多方利益主体的博弈,由此导致的政策执行表面化、简单化等问题成为社会关注的焦点。根据政策网络理论,分析政府、学校、家长及培训机构等之间的博弈关系,提出可行性措施,包括学校内作业及课堂教学的改革、课后服务质量的提升;家长转变观念并承担其教育职责,培训机构的相应转变;教育评价体系的高质量多元化构建及整个社会积极转变用人标准等,以期促进“双减”政策更加有效地实施。
The prominent phenomenon in the current compulsory education stage is that students are overloaded,including homework burden and off-campus training burden,which leads to students'excessive pressure and parents'growing anxiety,thus leads to a series of family and social problems.This year,the CPC Central Committee issued the Opinions on Further Reducing the Homework Burden of Students in Compulsory Education and the Burden of Off-campus Training.From the perspective of policy network theory,this paper analyzes the current situation of multiple stakeholders under the influence of double reduction policy from the perspective of issue network,producer network,inter-government network,professional network and policy community,and puts forward supporting measures to promote the smooth implementation of double reduction policy.It includes the principal position of the school,the undertaking of the educational responsibility of parents,the positive transformation of training institutions and practitioners,the overall construction of the whole educational evaluation system and the positive transformation of the employment standard.
