摘要
[研究目的]研究旨在构建针对国际科技合作类计划(专项、基金)的评估体系,并就其应用提出观点和思路,以促进评估方法和评估对象的深入融合,充分展现国际科技合作的特点和独特作用。[研究方法]研究在分析总结多类国际科技合作类计划特点的基础上,使用变革理论,基于目标、活动、产出、短期成效、长期成效、影响的逻辑链条,构建了我国国际科技合作类计划的评估模型,并提出了从资助活动到计划产出的主要实现路径、前提假设和外部影响。同时,为使评估活动更具实操性,提出了包括评估角度、关键问题、评估要点的评估框架。[研究结论]评估体系对指导相关评估具有理论和现实意义,评估人员可根据具体评估对象有针对性地使用和调整。
[Research purpose] This research aims to build an evaluation system for international ST cooperation programs,and to put forward opinions and ideas on its application,so as to promote the in-depth integration of methods and objects,and fully demonstrate the characteristics and unique role of International ST cooperation.[Research method] Based on analyzing the characteristics of international ST cooperation programs,this research uses the theory of change to construct the International ST cooperation programs' evaluation system.The model includes a logical chain of goals,activities,outputs,outcomes,and impact,and proposes the main realization paths,premise assumptions,and external influences from funding activities to planned outputs.At the same time,in order to make the evaluation system more practical,an evaluation framework including evaluation index,key issues,and evaluation points is proposed.[Research conclusion] The evaluation system has theoretical and practical significance for guiding relevant evaluation,and the evaluators can use and adjust it according to the specific evaluation objects.
