摘要
以宅基地入股合作社既能助农户增收,又能整合农村闲置资源。但目前该举措尚面临宅基地价值评估不合理、合作社在经营中违规流转宅基地、合作社盈利不佳时农户收益无法保障、合作社破产时农户有失地风险等问题。为推进农村闲置宅基地入股合作社,建议从宅基地信息完善、评估队伍建设、评估机构监管三方面入手提高宅基地评估工作的精准性;设立多元主体联动的监督机制以监管合作社的经营行为;促使政府、合作社、农户协同发力以抵御经营收益风险;充分利用合理限制宅基地入股期限和保险制度等方式构筑农户失地风险防范屏障。
Joint-stock cooperatives with homestead can not only help farmers increase income,but also integrate rural idle resources.However,at present,the measure still faces such problems as unreasonable evaluation of the value of the residential base,illegal transfer of residential land in the operation of the cooperative,the inability to guarantee the income of farmers when the cooperative is not profitable,and the risk of farmers losing land when the cooperative is bankrupt.In order to promote the rural idle homestead equity cooperatives,it is suggested to improve the accuracy of homestead evaluation from three aspects:the improvement of homestead information,the construction of evaluation teams,and the supervision of evaluation institutions,to establish a supervision mechanism with multiple subjects to supervise the operation of cooperatives,to promote the government,cooperatives and farmers to work together to resist the risk of operating income,and to make full use of reasonable restrictions on the duration of homestead shares and the insurance system to build a barrier against the risk of farmers’land loss.
