摘要
为了推进农村公路建设项目的发展,把握未来农村公路规划的建设方向,有必要对农村公路建设项目进行绩效分析和评价。首先按照“价值-目的-目标-标准和指标”逻辑思路,构建出农村公路绩效评价的初选指标体系;其次,引入因子分析法,对初选指标进行筛选,确立一套较为全面的指标体系结构;然后,采用集值统计法,确定指标体系的权重;最后,使用模糊综合评价法,对农村公路建设项目进行绩效评价。以河南省“四好农村路”为例,确定了资金管理、工程效果、规划与执行、环境影响、社会经济效益、与新农村建设关系、对基层执政能力影响7个评价领域,构建了绩效评价的指标体系,采用多级模糊综合评价法得到绩效水平为73.16,属于“较好”等级。研究表明,该绩效评价体系对于农村公路建设项目评价有一定的参考意义,能够根据绩效结果,给出提升农村公路规划发展的建议和方向。
In order to promote the development of rural road construction projects,grasp the direction of future rural road planning,it is necessary to analyze and evaluate the performance of the rural roads construction projects.Firstly,the primary selection index system of rural highway performance evaluation is established based on the logical idea of values-objectives-goals-criteria and standards;secondly,factor analysis is used to screen the primary indicators and establish a more comprehensive performance evaluation indicator system;thirdly,the weight of the indicator system are determined by using the centralization statistical method;finally,a fuzzy comprehensive evaluation method is used to evaluate the performance of rural road construction projects.Taking the Four Standard of Good Rural Roads in Henan Province as an example,seven evaluation areas including fund management,project effects,planning and execution,environmental impact,social and economic benefits,relationship with the construction of new rural areas,and impact on grassroots governance capabilities have been identified,and an indicator system based on these seven evaluation fields is constructed.The performance result of the multi-level fuzzy comprehensive evaluation is 73.16,which belongs to very good level.Studies have shown that the performance evaluation system has certain reference significance for the evaluation of rural road construction projects,and can give suggestions and directions for improving the development of rural road planning based on the performance results.
