摘要
研究以汕头市潮南区为例,基于土地发展权视角审视与分析交通拥堵问题,从土地利用与交通协同发展关系视角出发,研究土地建设指标紧缺地区的交通拥堵成因,发现交通拥堵和土地发展权息息相关。土地发展权高度集中于村集体,弱政府状态下发展权力的不集中制约了部分地区流转足量的建设用地发展地方交通设施、公共服务设施等,从土地供应、用地性质、人的需求等方面影响交通发展。通过合理布局城市各项功能用地,整合不同土地权属和合法建设用地,增加建设用地指标,公交和公服设施先行,最大限度地减少无效交通,为国土空间规划下土地建设指标稀缺地区缓解交通拥堵问题提供思路。
Taking Chaonan District,Shantou as an example,the study examines and analyzes the problem of traffic congestion from the perspective of land development rights.This paper studies the causes of traffic congestion in the areas where land construction index is scarce,and finds that traffic congestion is closely related to land development rights.Land development rights are highly concen⁃trated in village collectives,and the lack of centralization of development rights in the week state of government restricts the transfer of sufficient construction land in some areas to develop local transpor⁃tation facilities and public service facilities,etc.,from the land supply,the nature of land use,human demand and other aspects of impact of transport development.By rationalizing the use of urban land for various functions,integrating different land tenure and legal construction land,increasing the indicators of construction land,and giving priority to public transportation and public service facilities,so as to minimize invalid traffic,this paper provides some ideas for alleviating traffic congestion in the areas with scarce land construction indicators under land space planning.
