摘要
中小学生校外培训教育热有着纷繁复杂的外在表象和内在理据。本研究通过对中外影子教育研究的学术史考察,发现“有没有用”“有何弊病”以及“如何治理”这三个问题是反思影子教育现状的重要逻辑线索。从合需求性角度出发,反思以往“小众教育选择型”“学习不充分型”“学有余力型”以及“特需教育帮扶型”四种校外培训机构形态,其“供需两旺”有一定的合理性及现实意义。“双减”大治为反思检视校外培训教育提供了新的重要契机。建设高质量教育体系时代,校外培训教育在适度满足教育选择、作为学校教育的必要补充以及促进体制内学校改进等的功能仍然值得肯定。从合规律性出发,规范与治理校外培训教育进而促进“双减”政策更有效实施,可适度运用市场手段以促使其优胜劣汰理性发展,将公益性“外转内”托管服务无缝隙融入学校教育体系之中,并切实发挥学校教育的旗帜引领与主导作用。
There are special and complex external appearances and internal reasons for the hot phenomenon of extracurricular training for primary and secondary school students.There are four basic forms of extracurricular training institutes,i.e.learning ability surplus form,learning and academic score insufficiency form,minority's education choice requirement form and family supporting demand form.The new policy of double reductions provides a new and important opportunity for reflecting extracurricular training institutes.These four forms of extracurricular training institutes have their own rationality and realistic meaning.Under the attack of double reductions,the four forms of extracurricular training institutes have been undergoing their different destinies.It is helpful to understand the essence of shadow education through analyzing their current situations and predicting their trends.In the era of building a high-quality education developing system,the extracurricular training education in extracurricular training institutes still has its positive function.In the future,in order to explore better governing of extracurricular training institutes therefore more efficiently implementing double reductions policy,we can appropriately use market means to promote the survival of the fittest.It is necessary to integrate the hosted service of after class into the school education system.The school education should play the key role to lead and dominate the developing of extracurricular training institutes.
