摘要
优质生源和师资外流使县域普通高中陷入发展困境,引起社会各界关注。县中发展困境打破了县域内教育系统的和谐,其实质是教育资源在不同行政级别的分布不均衡。县中发展困境对义务教育阶段是否会产生延伸影响?本文借助中国家庭金融调查2015年数据,构建“县中困境水平”指标,基于Probit模型,实证分析县中发展困境对义务教育阶段家庭择校的影响。本文发现:第一,县中发展困境显著增加了县域内义务教育阶段家庭向省市重点高中的择校概率;第二,县中发展困境对“以钱择校”和“以房择校”两种择校形式均有增强效应;第三,相较于择校,县中发展困境对成本更低的课外补习作用更强。为此,有必要从以下三条路径促进“县中振兴”:一是突破“连锁反应”,从区域性协同发展中构建教育生态系统;二是阻断“不良循环”,从地方性财政经费中加强公共教育投入;三是消除“从众心理”,从家校社协同育人中引导家庭教育投资。
The outflow of high-quality students and teachers in county senior high schools has put them into a development dilemma,which has aroused widespread concern from all walks of life.The development dilemma in counties breaks the harmony of the education system in counties,the essence of which is the unbalanced distribution of educational resources at different administrative levels.Can the development dilemma in the county prompt the families of compulsory education in the county to choose better education resources outside the county?Based on the data from China Family Finance Survey in 2015,this paper constructs the index of“distress level in counties”for the first time,and empirically analyzes the impact of distress in counties on the school choice of families in the compulsory education stage based on the Probit model.The findings are as follows:first,the development dilemma in the county significantly increases the school choice probability of the compulsory education stage families in the county to the provincial and municipal key high schools;Secondly,the development dilemma in the county has an enhanced effect on the two forms of school choice:“school choice by money”and“school choice by housing”.Third,development woes in counties have a stronger effect on low-cost after-school tutoring than on school choice.This paper proposes the following three ways to revitalize counties:one is to break through the“chain reaction”and build the education ecosystem from the regional collaborative development;Second,block the“bad cycle”,strengthen the public education input from the local financial funds;The third is to eliminate the“herd mentality”and guide the investment in family education from the cooperative education of family and school.
