以人民为中心的城市治理内在逻辑与实现路径——以北京市“接诉即办”改革为例 被引量:1

The internal logic and realization path of people-centered urban governance:Evidence from“Quick Response to Public Complaints”in Beijing

摘要 坚持以人民为中心的城市治理能有效破解“管得了的看不见”“看得见的管不了”等治理难题。以人民为中心的城市治理,其内在逻辑就是以站稳人民立场、把握人民愿望为逻辑起点,着力坚持尊重人民创造、集中人民智慧,通过探索人民评判的方式,最终实现人人共享的治理目标。结合北京市“接诉即办”改革的治理实践,发现可以通过解决城市治理中堵点痛点难点、最大限度调动人民群众投身城市治理、把提高人民满意度和幸福感作为重要政绩等路径来实现以人民为中心的城市治理。 Committing to people-centered urban governance can effectively solve governance problems such as“what can be managed is invisible”and“what can be seen cannot be managed”.The internal logic of people-centered urban governance is to take the people’s position and grasp the people’s aspirations as the logical starting point,to focus on respecting the people’s creation,to concentrate the people’s wisdom,and to ultimately achieve the goal of governance shared by everyone by exploring the way of people’s judgment.Combined with the governance practice of“Quick Response to Public Complaints”in Beijing,it is found that people-centered urban governance can be achieved by solving the pain points and difficulties in urban governance,mobilizing the people to participate in urban governance to the greatest extent,and taking the improvement of people’s satisfaction and happiness as important political achievements.
