新时代政府购买服务视域下基层体育组织参与研究——基于K村的实践与思考被引量：1

摘要采用文献资料、田野研究和逻辑分析法,以基层体育组织参与体育公共服务的结构过程为研究对象,以新时代政府购买服务为研究切入点,采用逆推顺述的研究方式,剖析K村体育组织百余年发展和政府购买服务视域下基层体育组织的意义和价值,探究其在新时代的参与实践。研究认为基层体育组织对社区居民参与健身活动的意识和认知以及全民健身活动的开展都有着极大的推动作用。但基层体育组织与政府的互动缺失,呈现出政府和基层体育组织在体育公共服务供给中“两头找、两头难、两头空”的发展困境。基层体育组织的主体性不足、消费经济社会下公益性公共服务供给难及其合理性但非合法性存在等成为新时代基层体育组织发展的桎梏。延伸政府购买服务,给予优秀基层体育组织以制度保障和经费支持;提升基层体育公共服务质量;构建人民主体性体育,既保证政府购买服务“转得出”,也保障基层体育组织真正“接得住”,是新时代政府购买服务视域下基层体育组织可持续发展的重要路径。 Through the literature study,field research and logical analysis,this paper took the structural process of grass-roots sports organizations participating in sports public services as the research object so as to analyze the significance and value of grassroots sports organizations from the perspective of government purchasing services.Through the development of K village sports organizations for more than 100 years,adopting the backward observation from now,explores its participation practice in the new era.The research showed that the grass-roots sports organizations had a great role in promoting the residents’awareness and cognition of participating in fitness activities and the development of national fitness activities.However,the lack of interaction between the grass-roots sports organizations and the government showed that they were not interactive in the supply of sports public services.The lack of subjectivity of grass-roots sports organizations,the difficulty of providing welfare public services in a consumer economy society and the existence of its rationality influenced the development of it in the new era.An important path for the sustainable development from the perspective of government purchasing services in the new era meant extending the government purchasing services,providing the institutional guarantee and financial support to excellent grassroots sports organizations,improving the quality and building people oriented sports.
