摘要
伴随国际权力格局剧变引发的大国博弈及新冠疫情对全球经济的冲击,经济安全成了日本维护本国主权和安全、竞逐国际影响力的重要议题。在此过程中,日本在经济安全领域加强涉及中国台湾地区政策的动向值得关注。一方面,日本在涉台政策中,聚焦以半导体为核心的数字技术产业领域,试图确保日本在该领域的竞争优势。另一方面,日本欲通过“共同价值观”将中国台湾地区纳入以美国为中心的“国际新秩序”,并配合美西方阵营对中国内地的遏制战略。中国台湾问题不仅涉及中国国家主权、安全和发展利益,亦关乎国家完全统一和中华民族的伟大复兴,日本在中国台湾问题上的小动作不断甚至可谓冒进,不仅严重干扰中日关系及地区发展的大局,也对两岸统一的历史浪潮形成逆流冲击。但是,两岸关系主导权和主动权已牢牢掌握在中国内地手中,日台勾连的收益将极为有限。
With the great power game caused by the upheaval of new international power pattern and the impact of COVID-19 on the global economy,economic security has become an important issue for Japan to safeguard its sovereignty and security and compete for international influence.In the process,it is worth paying attention to Japan's moves to strengthen its economic security guarantee involving Taiwan region.On the one hand,Japan's policy towards Taiwan region focuses on the digital technology industry with semiconductor as the core,in an attempt to ensure Japan's competitive advantage in this field.On the other hand,Japan also attempt to integrate the Taiwan region into the new international order centered on the United States through"shared values"and cooperatewith the containment strategy of the Western countries against the Chinese mainland.The Taiwan question not only concerns China's national sovereignty,security and development interests,but also bears on the complete reunification of China and the great rejuvenation of the Chinese nation.Japan's reckless actions on the Taiwan question not only seriously interfere with the overall situation of China-Japan relations and regional development,but also impose an adverse impact on the historical tide of cross-Straits reunification.However,the trend of cross-straits relations hasbeen firmly in the hands of the Chinese mainland,and the benefits of the connection between Japan and Taiwan region will be extremely limited.
