摘要
中医药在我国历次重大疫情防治中彰显了重要价值,尤其在抗击本次新冠肺炎疫情中功不可没。发挥中医药在公共卫生应急管理体系中的功能,需要进一步强化中医药融入公共卫生应急管理体系的法治化保障。基于当前中医药融入公共卫生应急管理体系的法治化保障存在一定的缺陷,具体包括卫生应急管理法律制度供给不足、卫生应急管理法治体制有短板、卫生应急管理法治机制有漏洞、卫生应急科技法治支撑有弱项、中医疫病学科体系及人才队伍法治保障亟待加强。因此有必要通过加快完备中医药应急管理法律制度,完善中医药防治重大疫情的卫生应急管理法治体制,健全中医药融入重大疫情防治的卫生应急管理法治机制,提升中医药防治疫病的应急科研法治支撑力度,加强中医疫病学科建设,夯实中医防疫队伍等策略,探索建构具有中医药特色的公共卫生应急管理法治治理新模式。
Traditional Chinese Medicine(TCM)has played an important role in the prevention and control of major epidemics in China,especially in the fight against the COVID-19 epidemic.To improve the role of TCM in the public health emergency management system,it is necessary to further intensify the legal guarantee of TCM integrating into the public health emergency management system.There were some shortcomings in the current legalization of TCM into the public health emergency management system,including the lack of legal supply for health emergency management,problems and loopholes of legal mechanism of public health emergency management,weaknesses in the legal support of health emergency science and technology,imperfect legal construction of TCM epidemic disease control talent team.Therefore,it is necessary to speed up the construction of legal system of emergency management of TCM,perfect the legal system of emergency management of TCM to prevent and control major epidemics,improve the legal mechanism of emergency management of TCM in the prevention and control of major epidemics,intensify the emergency scientific research of TCM to prevent and control epidemics,and strengthen the construction of TCM epidemic disease prevention teams.
