摘要
进入21世纪,世界地缘关系、全球化态势和安全格局发生了重大变化,中国西部在全球和国家尺度的地缘战略地位与改革开放初期相比有了质的提升。分析表明,(1)在百年未有之大变局中,西部是我国全球博弈的“地缘根基”,即独特的地缘政治“敏感地”和保障国家安全的战略后方;(2)西部的国际地缘经济区位不断提升,日益成为连接“发达世界”与“欠发达世界”的“全球陆道”,未来可能演变为我国新的全球产业分工重要基地;(3)西部未来在欧亚大陆可能再次成为全球主要文明体的交流通道和交汇地。研究认为,西部未来发展的核心战略路径是建设“四个基地”:(1)基于扁平化和网络化机遇,尝试建立全球产业分工中具有一定国际影响力的新产业基地;(2)基于强大的国有体制和资源型产业基础,建设全球生产网络的国家资源型产业基地;(3)基于独特的生态文化资源,建立国际交流平台,培育特色的区域性全球城市,提升城市的全球化水平;(4)进一步完善和提升国际通道能力,建设国家战略性资源的储备基地。因此,西部需树立“欧亚大陆经济区和文化系统相连接”的大战略思想,建立发达的国际贸易交流枢纽和体系,沟通“发达世界”与“欠发达世界”,尝试设想建设“丝绸之路文化带”,提升在日益扁平化的全球网络中的话语权,成为保障国家安全的战略后方和资源基地。
In the 21st century,major changes have taken place in the world’s geo-relation,globalization situation,and security pattern.The status of Western China at the global and national scales has been qualitatively improved compared with the initial period of the reform and opening-up.The study shows that:1)Western China which is unique"geosensitive area"in Chinese geopolitics is the"Geo-base"of international political and economic game and the strategic rear of safeguarding national security in the period of major change that’s rarely seen in a century.2)The international geo-economic location of Western China is constantly improving,and Western China is increasingly becoming a"global land route"connecting the"developed world"and the"underdeveloped world".In the future,it may even evolve into a new global industrial division of China.2)In the future,Western China may once again become the communication channel and intersection of major civilizations in the world in Eurasia.According to the study,the core strategic path for the future development of Western China is to build"four bases":1)Trying to establish a new industrial base with a certain international influence in the global industrial division of labor based on the opportunity of flattening and networking.2)Building a national resource-based industrial base of global production network(GPN)based on strong state-owned support and resource-based industry foundation.3)Based on the unique ecological and cultural resources,establishing an international exchange platform,cultivating distinctive regional global cities,and improving the level of globalization of western cities.4)Further improving and enhancing the capacity of international channels,and building a reserve base of national strategic resources.Therefore,Western China needs to establish a grand strategic idea of"connecting the economic zone and cultural system in Eurasia",establish a developed international trade exchange hub and system in Western China,communicate the"developed world"and the"underdeve
