摘要
粮食收储是保障国家粮食安全的关键环节和重要防线。近年来,粮食收储环节出现的一系列违规事件,给国家粮食安全带来巨大威胁,创新粮食收储监管体系成为当前亟待解决的重要问题。基于此,结合区块链技术,构建了基于区块链的粮食收储监管体系,设计了面向粮食收储监管的区块链平台架构、组织结构和运作模式,并重点阐释了基于区块链的粮食收储监管体系的关键流程,对粮食收储过程中的重要关节进行了流程重塑,减少了传统监管体系中的人为参与,实现了监管的数字化转型。基于区块链的粮食收储监管体系通过节点的共同参与和实时维护,实现了粮食收储环节各类信息数据的真实可靠、实时共享和可追溯,有效解决了粮食收储环节中存在的信息不对称、跨部门协同监管难等问题,提高了监管效能。针对基于区块链的粮食收储监管体系在现实落地时可能面临的问题,从国家、行业、企业3个维度提出了相应的解决路径,为保障国家粮食安全、提高粮食供应链产业链韧性和安全水平提供理论支撑。
Grain purchase and storage is the key link and important defense line to ensure national food security.In recent years,a series of irregularities in grain purchase and storage have seriously threatened national food security strategy and has become the focus of social concern.So the innovation of grain purchase and storage supervision system has become a major issue to be solved.Based on this,this paper tries to combine blockchain technology to build a blockchain-based grain purchase and storage supervision system,designs the blockchain platform architecture,organizational structure and operation mode for grain purchase and storage supervision.It also focuses on explaining the key processes of the blockchain-based grain purchase and storage supervision system,which reshapes the process of important joints in the grain purchase and storage process,reduces the human involvement in the traditional supervision system and realizes the digital transformation of supervision.The system realizes the authenticity,real-time sharing and traceability of all kinds of information data in grain purchase and storage through the joint participation and real-time maintenance of blockchain nodes,effectively solves the problems of information asymmetry and difficulties in cross-sectoral coordination and supervision in grain purchase and storage,improving the supervisory efficiency.Finally,the corresponding solution paths are proposed in three dimensions:national,industry and enterprise,for the problems that the blockchain-based regulatory system may face when realistically implemented,providing theoretical support for guaranteeing national food security,improving the toughness and safety level of grain supply chain industry and achieving high-quality development of the grain supply industry.
