摘要
为了得出我国化工事故的发生规律,针对我国“十三五”期间发生的化工安全生产事故,从事故类别、发生时间、发生区域等多个方面对化工企业发生的安全生产事故进行了分析。结果表明,爆炸、中毒和窒息是主要的事故类别;山东省和江苏省是化工事故重点防治省份;六、七月份事故发生率最高;生产环节是事故发生的主要环节等。根据以上规律,从法律法规的制定、危险化学品的储存、安全培训和安全管理等方面提出了一系列的措施和对策。
In order to derive the occurrence pattern of chemical accidents in China,the chemical production safety accidents occurred during the 13th Five-Year Plan period in China were analyzed in terms of accident categories,occurrence time,and occurrence area.The results show that explosion,poisoning and asphyxiation are the main accident categories;Shandong Province and Jiangsu Province are the key provinces for prevention and control of chemical accidents;the accident rate is the highest in June and July;and the production process is the main part of accidents.According to the above patterns,a series of measures and countermeasures are proposed in terms of the formulation of laws and regulations,storage of hazardous chemicals,safety training and safety management.
