摘要
历史街区建成年代较久,存在一定火灾隐患,从韧性角度评价其消防韧性有利于防火减灾的建设,其中工程韧性与区域设施、空间特性直接相关,对城市韧性起到重要影响。以南京荷花塘历史文化街区为例,选取建筑韧性、场地韧性、道路韧性3类指标构建其消防工程韧性的评价体系,利用地理信息系统(Geographic Information System, GIS)加权叠加各指标评价结果图,根据指标得分情况分析得出荷花塘内部消防工程韧性存在一定差异性,提出应根据评价结果精细化考虑街区各部分自身优势、劣势,针对性做出相关整改策略,有效解决街区内部韧性较低区域存在的问题,进而提高街区整体韧性,同时对探寻城市与街区防灾韧性关系也有一定启示。
Nowadays, there are still deficiencies in the construction of fire prevention and disaster reduction in historical and cultural blocks. Evaluating the fire risk from the perspective of toughness is helpful to fully recognize the fire hazards and respond to the high-risk hazards in time. Taking the engineering toughness as the core dimension, the evaluation system of fire engineering toughness was constructed by selecting three indexes: building toughness, site toughness, and road toughness. Taking Nanjing Hehuatang historical and cultural district as the research object, the indexes and corresponding weights of the evaluation system were determined by combining the analytic hierarchy process and expert scoring method, and the evaluation standards were established according to relevant specifications. After on-site investigation and measurement, we measured and converted the index score, as well as introduced Geographic Information System(GIS) for spatial superposition to obtain the toughness evaluation results. The secondary index results show that the building toughness score of Hehuatang historical and cultural block is low, and the areas with low scores are mostly presented in the form of clusters;The site toughness score is high, and the toughness of the south is slightly lower than that of the north on the whole;The road toughness score is moderate, but it is still low within the group. Then we weighted and superimposed the secondary indicators. Finally, the toughness score of the fire engineering in the historical and cultural block of Hehuatang is low and unevenly distributed. The overall regulation and control should be carried out according to the results, and the fire prevention construction should focus on the areas with poor toughness in combination with the low score factors, to improve the fire disaster reduction ability of the historical and cultural block.
