摘要
绩效评价作为推动中医治未病服务政策落实及优化完善的重要手段,对提高服务质量和效率、促进服务可持续发展具有重要的引导作用。在阐释中医治未病服务绩效评价概念内涵的基础上,重点从评价对象、理论框架、评价指标3个方面,分析中医治未病服务相关绩效评价研究现状与问题,提出了选择集支持性—能动性—结果性维度于一体的理论框架、凸显中医预防保健及防治结合服务类评价指标、尽快补充构建医疗联合体新型组织中医治未病服务绩效评价体系的思考建议,为科学建立符合中医药传承创新发展规律以及中医治未病服务内涵的绩效评价体系提供参考。
As an important method to promote the implementation and optimization of the policy of traditional Chinese medicine(TCM) for pre-disease services in China,performance evaluation plays an important guiding role in improving service quality and efficiency and promoting sustainable development of services. Based on the interpretation of the connotation of the concept of performance evaluation of TCM for pre-disease services,It analyzes the research status and problems of performance evaluation related toTCM for pre-disease services from three aspects:evaluation object,theoretical framework and evaluation index. It puts forward the theoretical framework of selecting the supportive-active-consequential dimensions,highlights the evaluation indicators of TCM preventive health care and prevention and treatment services,and supplements the performance evaluation system of TCM for predisease services in the new organization of medical consortiums as soon as possible. It provides a reference for scientifically establishing a performance evaluation system that conforms to the law of inheritance,innovation and development of traditional Chinese medicine and the connotation ofTCM for pre-disease services.
