基于生态共同体视角的东北地区生态协同共建关系研究 被引量:1

Research on Ecological Co-construction Relationship in Northeast China Based on the Perspective of Ecological Community

摘要 按照生态投入与生态消耗来确定东北地区生态协同共建关系的逻辑,发现东北地区各地级市的生态消耗率在空间上形成了“中轴线高、两翼低,北部高、南部低”的格局。将生态消耗率转换成生态贡献指数,确定东北地区各地级市的生态协同共建关系是以中轴线为界,生态受偿区主要位于东北地区的东部,而西部大部分地级市都为生态补偿区,并且生态补偿区和生态受偿区都呈集中连片分布的状态,整体上形成了“西部受偿,东部补偿”的关系格局。因此,东北地区应加强区域合作,平衡长短期利益,使区域间激励相容,形成生态补偿的长效机制,协同共建东北地区生态共同体,从而实现生态协同共建共享。 According to the logic of ecological input and ecological consumption,the ecological consumption rate of each prefecture-level city in northeast China has formed a spatial pattern of " the central axis is high,the two wings are low,the north is high,the south is low". This paper converts the ecological consumption rate into the ecological contribution index,and determines the ecological co-construction relationship among prefecture-level cities in Northeast China as follows:taking the central axis as the boundary,the ecological compensation areas are mainly located in the east of northeast China,while most prefecture-level cities in the west are ecological compensation areas,and the ecological compensation areas and ecological compensation areas are centralized and contiguously distributed,forming the overall relationship pattern between the western compensation and the eastern compensation. Therefore,this paper puts forward that northeast China should strengthen regional cooperation,balance long-term and short-term interests,make inter-regional incentive compatibility,form a long-term mechanism of ecological compensation,and jointly build the ecological community in northeast China,so as to realize ecological co-construction and sharing.
