习近平法治思想继承发展了马克思主义关于无产阶级政党领导权的理论,在“坚持党对全面依法治国的领导”前提下推进党的领导制度化、法治化;习近平法治思想深化拓展了马克思主义政党制度建设理论,强调统筹推进制度治党、依规治党与依法治国,坚持依法治国和依规治党有机统一;习近平法治思想创造性发展了马克思主义关于党规国法的理论,将党内法规体系明确纳入中国特色社会主义法治体系,强调形成国家法律和党内法规相辅相成的格局;习近平法治思想创新发展了马克思主义关于民主集中制的理论,不断健全以党章为根本、以民主集中制为核心的党内法规体系;习近平法治思想传承发展了马克思主义关于无产阶级政党使命的理论,确立“治国必先治党,治党务必从严,从严必依法度”的基本逻辑;习近平法治思想丰富发展了马克思主义关于权力监督的理论,提出健全权力运行制约和监督体系,强调以党内监督为主导推动各类监督有机贯通、相互协调,形成了中国共产党之治、中国之治的独特优势。
Xi Jinping thought on the rule of law inherits and develops the Marxist theory on the leadership of proletarian political parties, and promotes the institutionalization of the party leadership and the rule of law under the premise of “upholding the Party leadership of comprehensively governing the country according to law”. Xi Jinping thought of rule of law deepens and expands the Marxist theory of party system construction, emphasizing the overall promotion of system governing, party governing according to rules and rule of law, insisting on the organic unity of rule of law and party governing according to rules. Xi Jinping thought on the rule of law creatively developed the Marxist theory on Party regulation and state law, clearly incorporated the system of intra-party regulations into the socialist rule of law system with Chinese characteristics, and emphasized the formation of a pattern of complementarity between national laws and intra-party regulations. Xi Jinping thought of rule of law innovates and develops Marx theory of democratic centralism, and constantly improves the system of intra-party regulations with the Party Constitution as the foundation and democratic centralism as the core. Xi Jinping thought on the rule of law inherits and advances Marxist theory on the mission of the proletarian political party, and establishes the essential logic of “governing the country requires first governing the Party, governing the Party requires strictness, and strictness requires compliance with the law”. Xi Jinping thought on rule of law enriched and developed the Marxist theory on the supervision of the power, proposed to improve the restriction and supervision system of power operation, and emphasized that intra-party supervision as the leading force to promote the organic integration and coordination of various kinds of supervision, forming the unique advantages of the governance of the CPC and the governance of China;Intra-party regulations.
