摘要
乡村治理是国家治理的基石。乡村数字化转型既是对传统乡村治理结构单向性进行解构,也消解了乡村社会中信息传播的局限。从“管”到“治”,由传统以行政治理为主向多元共治转变;从简单被动地满足农民需求转向主动服务农民。不过,数字乡村治理也存在诸多问题。基于此,本研究从正负两个维度出发,进一步分析数字乡村治理的“四共”(信息共享、主体共建、行动共治、成果共享)及“四性”(适应性、匹配性、包容性、参与性),并据此提出四项针对性意见,借此优化乡村数字治理,推动乡村振兴战略的发展。
Rural governance is the cornerstone of national governance.Rural digital transformation not only deconstructs the unidirectional structure of traditional rural governance,but also eliminates the limitations of information dissemination in rural society.From"management"to"governance",from traditional administrative governance to pluralistic co-governance;From simply and passively meeting farmers'needs to actively serving farmers.However,there are many problems in digital rural governance.Based on this,this study further analyzes the"four communists"(information sharing,co-construction of subjects,co-governance of actions,and sharing of achievements)and"four characteristics"(adaptability,matching,inclusiveness,and participation)of digital rural governance from the positive and negative dimensions,and puts forward four targeted suggestions accordingly,so as to optimize rural digital governance and promote the development of rural revitalization strategy.
