摘要
赣江上游水文水资源监测中心的改革,很大程度上反映了江西省水文部门职能转变的过程,回应了江西省政府赋予江西省水文部门的战略发展要求。文章在介绍赣江上游水文监测中心事业单位改革措施、成效基础上,指出存在的不足及其产生的原因,并针对赣江上游水文事业单位改革与发展,提出应强化党建引领推动业务效能提升、优化工作流程推动工作有效融合、主动担当作为推动服务提质增效、广泛凝心聚力推动政治根基筑牢等4项措施建议。
The reform of the Monitoring Centre for Hydrology and Water Resources of the upper Ganjiang River significantly reflects the process of the functional transformation of hydrological department in Jiangxi Province and responds to the strategic development requirements of hydrology entrusted by the Jiangxi Provincial Government.On the basis of introducing the reform measures and achievements of the Monitoring Centre for Hydrology and Water Resources of the upper Ganjiang River,this paper identifies the gaps and root causes.Regarding to the hydrological institutions reform and development of the upper Ganjiang River,it is proposed to strengthen the party building to promote the improvement of business efficiency,optimize the work process to promote the effective coordination,take the initiative to improve the service quality and efficiency and concentrates efforts to strengthen the political foundations.
