摘要
“一带一路”教育国际交流工作的开展,完全符合我国长期以来教育对外开放的实践,因而在今后应继续提升质效。然而,“一带一路”教育国际交流的安全风险具有多源性,可能对参与人、国际交流事宜等产生影响,因而需要在总体国家安全观的指导下形成治理思路。当前,应当坚持党的领导,以法治思维和法治方式实现其法治化,具体措施包括完善相应法律规范、提升现有法律规范实施水平和通过普法以促守法等。
The initiative of“Belt and Road”international exchange on education is fully in line with China’s longstanding practice of opening up to the outside world,and thus should continue to improve its quality and effectiveness in the future.However,its security risks are multi-source,which may pose risks to the participants and international exchange issues,and thus require governance under the guidance of the holistic approach to national security.At present,the leadership of the Party should be adhered to and the rule of law should be realized with a rule of law mindset and approach.In view of this,specific recommendations are pointed out to perfect relevant legal provisions,ensure the implementation of the existing laws and promote compliance with the law through the popularization of law.
