摘要
铁路基建项目是中资公司“走出去”的重点方向,也是工程施工领域难度较大、风险较多的工程门类。因此,有针对性地执行海外项目工程,尤其是开展铁路工程总承包项目(EPC)的风险管理研究,对我国铁路基建企业提高海外竞争力具有重要意义。基于此,文章以斯里兰卡南部铁路项目为例,分析识别海外铁路工程总承包项目风险,包括政治、文化、经济、技术等方面的风险,然后针对性地提出海外铁路工程总承包项目风险的应对措施,并进一步总结海外铁路工程总承包项目风险管理的特点,以期为同类工程风险管理提供参考。
Railway infrastructure project is the key direction for Chinese-funded companies to "go global", and also a project category with greater difficulty and risks in the field of engineering construction. Therefore, it is of great significance for China’s railway infrastructure enterprises to improve their overseas competitiveness by carrying out targeted implementation of overseas projects, especially conducting the risk management research of railway EPC projects.Based on this, taking the Railway Project in Southern Sri Lanka as an example, this paper analyzes and identifies the risks of overseas railway EPC projects, including political,cultural, economic, technical and other risks, and then puts forward the countermeasures for the risks of overseas railway EPC projects, and further summarizes the characteristics of risk management of overseas railway EPC projects, in order to provide reference for risk management of similar projects.
