摘要
本文通过文献研究法、案例分析法梳理元宇宙现有理论研究以及国内外实践案例,归纳出元宇宙概念内涵、核心要素与技术架构,分析其对国家、社会、经济、个体造成的潜在影响,并指出元宇宙在丰富治理工具,提升治理效能,精准治理决策的同时,也将给当前行政制度、社会经济与公共安全等领域带来严峻挑战。提出需要坚持开放、包容、规范、安全的基本原则,遵循从数治、慧治到善治的行为路径,着重从加强元宇宙前瞻性研究、组织政府人员培训、推动元宇宙产业引导与对接、细化防范元宇宙经济风险等方面入手,将元宇宙辩证融入国家治理当中,以实现国家治理体系和治理能力现代化这一总体目标。
The development of the metaverse will bring many opportunities and challenges for national governance, but there is a relative lack of existing research in this field, so the purpose of this paper is to enrich the theory of applying the metaverse to national governance, to provide a new perspective of governance research. Based on this background, this paper, with the help of literature research, case analysis of the existing theoretical study of the metaverse, as well as the practice of the metaverse at home and abroad, this paper sums up the concept, core elements and technical framework of the metaverse, combs its potential influence on the state, society, economy and individual, and points out that the metaverse is rich in governance tools, improving the efficiency of governance, precise governance decision-making, but also is severe challenge to the current administrative system, social and economic and public security, and other areas. Therefore, it is necessary to adhere to the basic principles of openness, inclusiveness, norms and security, to follow the behavioral path from numeracy and wisdom to good governance, and to focus on strengthening the forward-looking study of the metaverse and organizing the training of government personnel, to achieve the overall goal of modernization of state governance capacity and system, measures such as promoting the guidance and docking of metaverse industry, detailing and guarding against the economic risks of the metaverse will be integrated into state governance dialectically.
