摘要
碳市场的建立和运行为我国碳达峰、碳中和战略目标按时、高质、保量地完成提供了强有力的工具性保障。碳信息的真实、完整与合法,是碳市场健康、稳定和有序发展,充分发挥其在碳达峰、碳中和战略布局中应有之作用的最基本的必要条件,因此,碳信息公开就必然要成为我国碳市场中一项不可或缺的重要制度要求。鉴于实践中的现状,从我国碳市场的特点出发,系统论述我国碳市场信息公开的必要性、可行性,并结合现状,提出建议。
The establishment and operation of the carbon market provides a powerful instrumental guarantee for the timely, high-quality and guaranteed completion of China’s carbon peaking and carbon neutrality strategic objectives. The authenticity, integrity and legality of carbon information are the most basic and necessary conditions for the healthy, stable and orderly development of the carbon market and the full play of its due role in the carbon peaking and carbon neutrality strategic layout. Therefore, carbon information disclosure is bound to become an indispensable and important institutional requirement in China’s carbon market. In view of the current situation in practice, starting from the characteristics of China’s carbon market, this paper systematically discussed the necessity and feasibility of China’s carbon market information disclosure and put forward suggestions based on the current situation.
