摘要
作为全面推进乡村振兴的重点任务之一,乡村建设已成为政府和学界关注的重要议题。立足城乡关系演进视角,梳理乡村建设的变迁历程和难点堵点,提出县域城乡融合发展视角下乡村建设的实施路径以及几点启示。城乡关系在实践中经历了城市从摄取到给予、乡村从贡献到振兴的演进轨迹,乡村建设也随着城乡关系的演进经历了从农民自我供给到政府大力支持的发展阶段。但是,在县域城乡融合发展要求下,乡村建设在城乡建设规划、公共资源配置、城乡功能衔接以及生态文明建设等方面仍然面临一些现实困境。推进乡村建设,要以县域为基本单元,坚持城乡融合发展方向,围绕规划编制、产业融合、公共服务、基础设施、生态文明建设等方面持续发力。
As one of the key tasks to comprehensively promote rural revitalization,rural construction has become an important issue of concern to the government and academia.This paper reviews the changes and difficulties in rural construction,and proposes an implementation path and enlightenments for rural construction under the framework of integrated development of urban and rural areas at county level.It is found that the urban-rural relationship has undergone a change from ingestion to giving in urban areas and from contribution to revitalization in rural areas,and rural construction has also experienced the developmental stage from farmers'self-supply to government's strong support along with the evolution of the urban-rural relationship.However,under the requirement of integrated development of urban and rural areas,rural construction still faces some difficulties in construction planning,public resources allocation,urban and rural function convergence and ecological civilization construction.To advance rural construction,we should take county as the basic unit,adhere to the development direction of urban-rural integration,and make continuous efforts in aspects such as planning,industrial integration,public services,infrastructure,and ecological civilization.
