摘要
“十四五”规划指出,要加快推动资源型地区可持续发展示范区和转型创新试验区建设,大柳塔试验区是神木市探索资源型城市主动转型的试验田,对国家“西煤东运”重大战略起重要支撑作用。基于三生融合的视角深入剖析大柳塔试验区的发展现状和困境,研究发现,生产对环境损伤弥补难、人才缺口大、人口与资源环境分布失衡程度深等问题对资源型城镇的进一步拓展带来诸多挑战。建议应细化落实科学有效的战略规划,推进生产与生态相融合,挖掘生态经济新效益;推进生态与生活相融合,提升居民生活宜居度;推进生活与生产相融合,保障生产大局稳进程,以此促进资源型强镇高质量发展。
The 14th Five-Year Plan proposes to accelerate the promotion of sustainable development and transformation innovation demonstration zone in resource-based regions. As the test field for Shenmu city, Daliuta Demonstration Zone takes a supporting role in the national coal transportation strategy. Based on the perspective of integration of production, living and ecology, this paper analyzed the development situation and predicaments of Daliuta Demonstration Zone. Many problems, such as compensating environmental damage, talent gap, distribution imbalance, were found to bring challenges for further expansion. We should excavate new eco-efficiency, improve residents’ living livability, and ensure the stable process of the overall production situation, so as to reach the goal of high quality development.
