摘要
基于ISO 9001的气象观测质量管理体系保证了气象观测业务工作有效开展并持续改进,强化落实了体系运行职责,充分发挥了体系建设与运行效益。不合格工作是指气象观测质量管理体系运行中出现的未满足相关管理规定、操作规范、技术标准、产品标准等要求的事项或产品。文章分析了ISO 9001的气象观测质量管理体系中不合格工作管理在气象观测领域的应用情况,对质量管理体系在气象观测领域的探索和实践进行了分析,结果对各级气象部门提升观测系统稳定性和应对风险的能力、提高观测业务管理效率和标准化水平具有较好的参考作用。
The meteorological observation quality management system based on ISO 9001 ensures the effective development and continuous improvement of meteorological observation work, strengthens the implementation of system operation responsibilities, and gives full play to the benefits of system construction and operation.Nonconforming work refers to the events or products that fail to meet the requirements of relevant management regulations, operation specifications, technical standards and product standards during the operation of meteorological observation quality management system. This paper analyzes the application of unqualified work management in the ISO 9001 meteorological observation quality management system in the field of meteorological observation,analyzes the exploration and practice of the quality management system in the field of meteorological observation,and the results have a good reference role for meteorological departments at all levels to improve the stability of the observation system and the ability to cope with risks, and improve the efficiency and standardization of observation business management.
