摘要
跨流域调水是白洋淀流域水资源保障法律制度的重要组成部分,关乎白洋淀流域生态安全,对雄安新区规划建设和京津冀协调发展具有重大意义。在白洋淀流域生态补水的过程中,系统而有效的法律保障机制是根本保障。通过明晰白洋淀跨流域调水的法制诉求和厘清白洋淀跨流域调水的现实困境提出相应的法律对策,为解决白洋淀流域生态缺水问题提供新思路。
Cross-basin water transfer is an important part of the legal system of water resources protection in Baiyangdian basin,which is related to the ecological security of Baiyangdian basin and has great significance for the planning and construction of Xiongan New Area and the coordinated development of Beijing,Tianjin and Hebei.In the process of ecological water replenishment in Baiyangdian basin,a systematic and effective legal mechanism is the fundamental guarantee.Based on the legal demands and the realistic predicament of water transfer across Baiyangdian basin,the paper suggests the corresponding legal countermeasures to provide new ideas and new directions for the solution of the ecological water shortage problem in Baiyangdian basin.
