摘要
中国历史性地解决了绝对贫困问题,但是相对贫困问题还将长期存在。相对贫困贯穿于资本主义的历史进程,马克思在资本主义发展过程中论述了相对贫困的产生、加剧及消除。中国各代领导人在反贫困实践中深化和发展了马克思主义贫困理论,为相对贫困治理奠定了理论基础,同时带领全国各族人民打赢脱贫攻坚战、如期全面建成小康社会,开启相对贫困治理新阶段。相对贫困具有多维性和综合性、长期性和相对性、隐蔽性和动态性的特征,相对贫困治理不是一蹴而就、一劳永逸的。新时代必须以马克思主义贫困理论为指导,建立解决相对贫困的长效机制,向全面建成社会主义现代化强国的第二个百年奋斗目标不断迈进。
China has eliminated the historical problem of absolute poverty, but relative poverty will continue to exist for a long time. Relative poverty runs through the historical process of capitalism. Marx discussed the emergence, intensification and elimination of relative poverty in the process of capitalist development. Chinese leaders of various generations have deepened and developed Marxist poverty theory in the practice of anti-poverty, laying a theoretical foundation for relative poverty control. At the same time, they led the people of all ethnic groups across the country to win the battle against poverty and build a moderately prosperous society in all respects as scheduled, opening a new stage of relative poverty alleviation. Relative poverty has the characteristics of multidimensional and comprehensive, long-term and relative, hidden and dynamic, and relative poverty control cannot be achieved overnight and once and for all. In the new era, we must take the Marxist theory of poverty as the guide, establish a long-term mechanism to solve relative poverty, and continuously advance towards the second centenary goal of comprehensively building a great modern socialist country.
