摘要
中国乡村缺乏人才的问题既是现代化过程中一个自然的结果,又有其长期的经济社会历史演化的根源。在城市化、工业化发展的推动下,乡村产生了与城市相对而言的衰落这一客观现实,但同时,这一过程也生产出了乡村的经济社会价值的稀缺性。在乡村振兴等宏观政策的引领之下,经历了“粘土”和“离土”的乡村人才流动模式之后,“归土”渐渐成了城乡关系变化的一个新变量。基于西南地区几个村庄引进乡村经营性人才(乡村CEO)的案例,我们发现乡村CEO这一具有现代企业管理特征的人才在乡村一方面遭遇了行政社会的准科层制逻辑,一方面遭遇了乡土社会的平均主义和人情逻辑,其现实遭遇折射的是乡村现代化所面临的困境。
The lack of professionals in rural China is not only a natural result in the process of modernization,but also the root cause of its long-term economic,social and historical evolution.Driven by the development of urbanization and industrialization,the rural area encountered an objective reality of relative decline compared with the urban area.But at the same time,this process also produces the scarcity of economic and social value in rural area.Under the guidance of rural revitalization and other macro policies,after experiencing rural professionals mobility model from“sticking to the farmland”and“leaving the farmland”,“returning back to farmland”has gradually become a new variable in the change of urban-rural relations.Based on several villages in southwest China introducing rural business professionals(rural CEO)cases,we find that in the rural area,rural CEO boasting characteristics of modern enterprise management professionals have encountered,on the one hand the administrative society hierarchy logic,while on the one hand,the local society egalitarianism and human logic.The reality indeed reflects the challenge faced by rural modernization.
