摘要
陕西省农业标准化生产体系基本建立但尚不能覆盖全产业链,标准化生产基地初具规模但标准化生产推广力度仍显不足,农产品质量安全监管体系基本建立但功能开发不够。为此,本文建议成立陕西省农业标准委员会,制定《陕西省农业标准发展规划》,开展重点领域农业生产全产业链标准化生产的研究,加快国际标准跟踪及农残最大限量的制修订,发挥市场经营主体在实施农业标准化过程中的带动作用,加快监管平台功能开发,做好产销衔接,推动农产品融入全国大市场。
The agricultural standardization production system in Shaanxi province has been basically established, but it can not cover the whole industrial chain. The standardization production base has taken shape, but the promotion of standardization production is still insuffi cient. The quality and safety supervision system of agricultural products has been basically established, but the function development is inadequate. Therefore, it is suggested to establish Shaanxi Provincial Agricultural Standards Committee, formulate the plan on agricultural standards development in Shaanxi province, carry out research on standardization production of the whole industrial chain of agricultural production in key fi elds, speed up the tracking of international standards and the standards development and revision of the maximum limit of agricultural residues, give play to the leading role of market operators in the implementation of agricultural standardization, speed up the development of regulatory platform functions, do a good job in production and marketing,and promote the integration of agricultural products into the national market.
