摘要
为助力新疆"科技扶贫"和乡村振兴发展,使科技人才更好地在农村发挥作用,促进新疆科技特派员可持续发展,通过梳理新疆2014—2021年度开展的服务边远贫困地区、边疆民族地区和革命老区(以下简称"三区")工作,尤其是对科技人才资源进行统计调查及分析研究,发现新疆服务"三区"科技人才队伍尚存在服务体系不健全不完善、人才队伍区域发展不平衡、工作经费相对不足、保障机制不完善等问题.针对存在的问题从完善健全体制机制、优化科技服务体系、创新选派培养机制等方面,提出了进一步加强"三区"科技人才队伍建设的对策建议.
In order to help"poverty alleviation through science and technology"and Rural Revitalization and development in Xinjiang,make scientific and technological talents play a better role in rural areas,and promote the sustainable development of scientific and technological special commissioners in Xinjiang,through the statistical investigation,analysis and Research on the scientific and technological talent resources of Xinjiang serving remote and poor areas,border ethnic areas and old revolutionary base areas(hereinafter referred to as"the three districts")from 2014 to 2021.It is found that the scientific and technological talent team serving the"three districts"in Xinjiang currently has some problems,such as imperfect service system,unbalanced regional development of talent team,relatively insufficient working funds,imperfect guarantee mechanism,etc.In view of the existing problems,this paper puts forward countermeasures and suggestions to strengthen the construction of scientific and technological talents in the"three districts"from the aspects of perfecting and perfecting the system and mechanism,optimizing the scientific and technological service system,and innovating the selection and training mechanism.
