摘要
本文在分析整理新型农业经营体系与新型城镇化相互作用、相互影响的原理与机制的基础上,结合江西省2010—2020年新型农业经营体系以及城镇化进程的实际发展情况,运用耦合模型对江西新型农业经营体系与新型城镇化的耦合发展关系进行研究,研究结果表明:①在2011年至2019年间,江西省新型农业经营体系与新型城镇化始终处于高水平耦合状态,说明江西省新型农业经营体系系统和新型城镇化系统相互作用、相互影响的程度很大。②在耦合协调度方面,江西省新型农业经营体系与新型城镇化的耦合协调状况在最初的严重失调的水平上得到逐步改善,于2020年发展成了轻度失调状态,但耦合协调等级仍处于较低水平。最后,针对研究结果,本文从推动农业经营主体转型、完善土地流转制度、加快土地流转速度、加大农业科技投入、完善区域统筹协调功能、加强基础设施建设以及依托特色产业寻找发展新动能等方面提出了政策建议。
Analyzing the principle of the interaction and mutual influence between the new agricultural management system and the new urbanization,and taking into consideration of the actual development of the new agricultural management system and the urbanization process in Jiangxi Province from 2010 to 2020,this paper uses coupling model to study the coupling development relationship between the new agricultural management system and the new urbanization in Jiangxi Province.The results show that:(1)From 2011 to 2019,the new agricultural management system and new urbanization in Jiangxi Province have always been in a state of high-level coupling.This shows that there is a strong interaction between the new agricultural management system and the new urbanization system in Jiangxi Province.(2)In terms of coupling coordination degree,the state of coupling coordination degree between the new agricultural management system and the new urbanization in Jiangxi Province has gradually improved.In 2020,the level of coupling coordination developed from an initial state of severe dysregulation to a state of mild dysregulation,but the coupling coordination levels are still at a low level.Finally,according to the problems reflected in the research results,this paper provides the government with an overall policy formulation’s direction from the aspects of promoting the transformation of agricultural business entities,improving the land transfer system,accelerating the speed of land transfer,increasing investment in agricultural science and technology,improving regional coordination functions,strengthening infrastructure construction,and relying on specialty industries to find new momentum for development.
