摘要
人口负增长是人类历史上经历很少的人口现象,会对经济社会发展带来一系列的机遇和挑战,需要客观认识、积极应对。我国人口负增长短期渐进、温和,长期加速、剧烈,且与少子老龄化、人口流动相互交织。巨大人口规模是我国迈入高收入阶段经济稳定发展的韧性所在,人口负增长有助于缓解人口规模压力,促进公共服务供需平衡。然而,我国人口负增长与经济社会大转型交汇,紧逼发展动力、机制和模式转换,风险挑战增多。未来需要辩证看待人口负增长蕴含的机遇和挑战,加强面向人口负增长的发展战略研究,努力平缓人口负增长,积极应对少子老龄化,有效提升人口素质,充分利用国内国际人才资源。
Negative population growth is a rarely demographic phenomenon in human history,which will bring a series of opportunities and challenges to economic and social development,and requires objective understanding and active response.China's negative population growth is gradual and moderate in the short term,accelerated and intense in the long term,and this intertwined with the aging of fewer children and population mobility.The huge population size is the resilience of China's steady economic development in the high-income stage.The negative population growth will help ease the pressure on population size and promote the balance between supply and demand of public services.However,China's negative population growth will converge the economic and social transformation,which pressing the transformation of development impetus,mechanism and model,and bringing the challenges.In the future,In the future,we need to take a dialectical view of the opportunities and challenges of negative population growth,strengthen research on development strategies for negative population growth,strive to slow down negative population growth,actively respond to the aging of the young,effectively improve the quality of the population,and make full use of domestic and international talent resources.
